Maybe they're not that fast with it, or those buildings reached their limit, or they just didn't feel like it, or(unlikely)they couldn't personally do more. What's to say it was the same 5 people both times?
Well naturally, if they were high end players who've likely had a level 80+ Arc for years, they could easily blast through the levels. So who knows why they stopped at two, maybe they didn't, that's just all Ilela noticed at the time of that post.
Also the unnamed GBs may produce something, so out of respect for the owner they may have waited for him to collect before plowing through the next level, as a reason for a delay. Ilela has many of the same people that I do on her friends list, and I know from personal experience a lot of the top end Jaims players don't deprive you of double collects.
When a GB levels, if it produces something, its production timer is immediately reset, so for those of us not speed leveling, we aim to level a GB when it's time to do our daily collections, collect the amount at the current level, level it, collect again.
The GB in question are Cape Canaveral now lv 59 (~3000 FP for a level up, unfortunately all spots are already secured and GB is down to 10 FP till lv up) and Arctic Orangery now lv 43 (~2500 for level up and in same situation as CC)
So, unless those players contributing the most were online on arranged time with high level Arcs, such a feat wouldn't be possible.
