No, I found it kind of strange. I mean... the last quest was to have 1200 diplomacy. So I razed the whole settlement to be able to put in diplomacy buildings. The whole settlement was a useless mess. And the Viking leader thanked me!

it's weird. and the settlement is completed before construction of the last building is finished. it's done once construction starts

Which was good. When it wanted me to have 6 something buildings, I just started it, that's one. Delete it, start it again, two. Etc. Was done with it in minutes.
