When there's a big smog, you have to cut back on traffic. In the past, this used to be based on the number plates. If the number plate ended in an odd number, you were only allowed to go out on odd days. Plates ending in even numbers on even days. But this "forced" people to have a second car, and of course, that second car was cheap, old, very polluting, so the whole system pretty much failed. Now it depends on how polluting your car is. When there's a smog alert, then the more polluting cars are not allowed to run during the daytime.

I don't know how effective this is, luckily I don't live downtown.

Yep, some trucks are allowed to streets only at night here, because of them needing to park into sideways and being too long to cause solo traffic jams.
