ever heard the term "never bet against the house" ?
casino's have - they tell you the odds (just like in the game) - and they know that you don't understand how randomness and the odds work together
that is why you never get the number of wins you think you should get despite some people getting huge wins , the casino is still ahead

most people don't really understand the mathematics of chance and probability (except the people who calculate the odds in the first place)

as far as the game goes, the odds overall work out right over a few billion goes , just be grateful for any reward you get, it's not as though it cost you anything in the first place
And casino never tell you the percentage whereas in foe it is for everything
 
My ToR has over 20% chance to give me a relic after every encounter. Last week I got very lucky with like 6 relics per level but this week my luck is rotten and I've gotten like 1 or 2 per level and that is just how chance works. The ToR specifically states it has % chance to give a relic and as such it will not fill up like a meter after every encounter 20-40-60-80-100. It will always stay the same % no matter how many encounters you do. Someone might argue that failing a certain % x times in a row is highly improbable but as long as it is not a 100% chance you could fail an infinite amount of times. Especially with lower percentages.

The best metaphor I can give is that you are rolling a 100-sided die 64 times and you are trying to roll higher than 80(in your case over 86) or in simpler terms rolling a normal 6 sided die trying to hit only sixes. The dice does not care about probabilities and even though it mathematically should give me 13relics(and probably will average out over a large period of time) it might just as well give me nothing or double it like last week for me, as it is just a chance.

It works very much like intended and all you can do to increase the odds is to level your ToR

Which is wrong as everyone are equal so everyone should be treated equally
Everyone is treated equally. You’re all presented with the same options available. It’s upto you whether you focus solely on the guaranteed results or take a chance on a random outcome. Many games (especially board games) require rolling dice or flipping a coin to decide a result.

probably it would be best to remove the random factor from the game

replace it with progress
so where you have 12% chance now you would have 12% progress which is added
and every time it reaches 100% you get the reward and 100% is subtracted

so after 9 times you have 108% gives the reward once and then 8% progress is left for the next one
 
That would be "fair" but then you have to factor in the silver, gold and jade relic distribution. Not to mention the random rewards from the relics themselves. Then we would also have to consider other random factors of the game if they are "fair". In the end after all the adjusting it would become very bland and boring.

Well it won't be boring as some players get most rewards
Whereas others don't
So what is the mistake of player who isn't getting rewards

And for you when you flipped coin was there any percentage mentioned before you started flipping

And as per your statement if it had the same ongoing it's ok
But what if you get the same luck continously
I found it by seeing my last 20-30days rewards it just gave me like less than 10% rewards
