I just did it, and it worked like that. Start building, counter goes up. Destroy, and start buliding again, counter goes up one more.

They must have changed it then. I tried doing that in my second settlement and the counter would go down.

That's what I was expecting, too, but it was worth a try, as it worked on even something else before.

Yesterday when I saw down to play it was -8 with snow and ice everywhere, now when I went to walk the dogs everything had melted and it's 12 degrees! Practically summer!
