As long as you've got unconquered sectors, you can get it.

Still can't do the DQ, wants me to negotiate 2 sectors and there's only one. Not going to scout

I mean you need to get to the point where you have all the sectors, and could sail away from the continent, but you don't. That's when you no longer get those quests. Only if they are part of an event. Then you still get them, and you're screwed.
