Not a Bug: Possible happiness miscalculation

Hello,

I am assuming this is a bug - forgive me if I am misunderstanding something... but it looks like the happiness calculations are a bit askew.

When I click the smiley-face Happiness Icon it says my citizens are enthusiastic.
Their demand for happiness is 91,000
The happiness provided by my buildings is 191,000
(I make that is a surplus of 100,000)
However, the display says the additional happiness is only 63,000, which to my mind looks like it's 37,000 short.
This is either a bug or me not understanding the math. If the latter, I apologise.

Population + 40% = Enthusiastic

91,777 x 1.4 = 128,488 for enthusiastic

191,736 (provided happiness) - 128,488 (required for enthusiastic) = 63,248 extra happiness
