Not a Bug: Neighbors not changing

Normally the neighbor cycle change happens fairly regularly, but several members of my guild and I have noticed that they have not changed for several weeks now. Is there a known bug going on? Could not find anything when I searched the forums...

Didn't change because of the carnival event (was in the announcement) and has now resumed to the normal cycle and will change early Monday morning
