No and the system makes no distinction
Under 80 friends = you can invite
80+ = you can only accept invites (max 140 friends)

my question is in reference to friends. How can I send a Group mailing to all my friends and/or all my guild members?

On mobile app you can do very fast because you have ability to select to send message to friends, neighbours and/or guildmates. On PC that is not the case so you need to manually enter name of each friend.

Also depends with the guild on what your member permissions are. if you have the notifier permission then there's a "all guild members" button on desktop that is also visible after the message is created so you can have the system automatically update the thread with current members

I usually play on my PC, so I created a group message on the app of my friends, and now I can message all friends from my PC without all the hassle of inputting everyone individually.
