I am not sure whats happening here, I have a bonus quest - Princess Myciena where I can scout the province east of Santa Catalina and acquire etc... I think I am well past that but the quest doesn't seem to complete

You can always contact support and they can look into it. Chances are you have not scouted the province to the east but without looking at your file it's hard to say for certain
