Thinking given population GBs can make your happiness negative that hypothetically maybe you'd still be able to lvl it into negative population, you just wouldn't be able to remove any existing housing and wouldn't be able to place buildings requiring population

or you can lvl in negetive zone but if you want your city to work you also need to lvl up your pop GB's cause without pop your productions don't produce anything would be a good GB for overpopulated citys but if a noob who plunders his hood with not enough population builds it he'd be in a hell of a problem unless he lvl 's fast his pop GB's players could slow his progress anyways this is a strategy game so to plant this GB you'd actually need to be strategic about it

Thanks for helping improve my game! You were a great addition to the game helping so many people get better and helping so many play the game without having to do the math required or having to search the games code themselves that anyone can do since it gave no unfair advantage besides helping non-smart people. I know people will quit over losing you, just like the people who quit over the last event, Inno doing a swell job at losing players right now~ Good work.

Players quitting the game over some minor changes to an unnecessary, external browser plugin that's only been around for a few months? Nah, don't think so.
What was wrong with the last event, the archeology event? Players are not quitting the game just because they don't like one of the events.

Solved! The GB takes away a percent of your surplus population. So the total population will not go negative. It provides an alternative way for increasing happiness and that's all. The GB can be a "VR Center" by stealing this building from another game. The function of that building in that other game is that the surplus population have no work to do and are depressed. They go to the VR Center to play games and are happy again! (A game within game)
