The person has a great building that adds +defense. Mouse over one of thier units and itll show how much.

If you attack a neighbour who has a Great Building providing a defensive boost, then his military units on the battlefield will have a little shield, indicating their defensive values have been boosted.

Don't forget it's not just Great Buildings that give +defense anymore. More likely it's a watchfire from the easter event.

when i viewed their city they didnt have one though

It is likely the Watchfire's from Easter Event, bought from the shop for eggs, they each give 4% defence and stack.
