weird changes in population

I have built no buildings, and not been blessed by anyone during the time of this observation. I had 111 free population, then a few minutes later, after starting production in an existing building I had 132 free population. Again I started production in a building and the number jumped to 154 free population.

My total population now exceeds the ability of my houses to hold them. I have 21 more people than slots in houses.

This all happened over a 30 minute period.

After refreshing the screen, the population should be back to the correct values.
