Victory Tower Levels

Apologies folks if this has been asked before, but I have searched for it in various places and can find nothing!

I noticed today that Victory Towers are denoted Lvl 1, which implies that there must be levels 2 and possibly upwards. My question is - how do I level up my Victory Towers?

I don't want to buy diamonds, so my best way of expanding my city is by victory upgrades, so generating medals is a priority!

You use an upgrade kit.

An upgrade kit has been a daily prize on the current event. I expect it will come up again at some point.
Probably end up on the daily quests in the future too.

An Arc 80 gives more medailles than I will ever need.

Depends on where you are with your city. A year ago VT's played a role in my getting expansions and winning them in GE was a bonus.
