It would be good if the triumph arch behaved like a pathway for the purposes of putting it somewhere useful instead of having it sit off to the side.

It's only reason for it's existence is to provide portable and flexible happiness. Since it's smaller than a Tavern, it's easier to place too, but makes for it's cost. However, what you are stating has been suggested in the ideas forum.

That's kind of like saying "The Tavern/Brewery should provide the Wine Good". ;)

It's just a Happiness building, doing what Happy buildings do. Make people Happy. :D

It is a neat idea. Don't forget that new ages will bring new cultural buildings. Everything being 2x3 or 3x3 or 4x4 gets a bit repetitive. Maybe making a suggestion in the Ideas section for buildings with spaces in them might be interesting, such as an arch that would fit over a road.
