Proposal:
It does what it says - idea is to have another option for controlling sector's activity in GBG. Focus and Ignore are 2 extremes, and TopUp could be something in between!
Reason:
Well, to make game more flexible and fun. It would give options for GBG team give directions while out of the game, and other players can reset a fight or neg where needed, not just on random sector they wanted. And of course - adds more strategy to GBG.
Details:
Same checkbox as for Focus and Ignore, but with field to enter number next to it, representing points to which topping up is desired. Default value can be -3 points till full sector amount, but still editable for GBG team. Also, idea is to have 3rd visual sign, ie Focus has aim sign, Ignore has crossed hand sign, TopUp can have arrow up sign for extra clarity And when this specified amount of points is reached, sector automatically switches to Ignore with it's sign and warning. Additionally, it would be nice to show players to which exactly amount this sector needs to be topped up.

Let's leave design to Inno. This is a small feature after all.
Balance:
Other game features should not have any impact with this idea at all.
Abuse Prevention:
No cheating options I can think of...
