Stuck with Ragu Silvertongue

hello all

have a problem with Ragu Silvertongue aka Main Quest
im stuck on quest "Research a military building" - researched at least two military buildings after quest appeared, built them and even advanced to Iron Age, but it says i still cannot do quest.
