Not a Bug: Story Quest stuck

Hi,
The story quest seems to be stuck. I have both tasks completed, but it doesn't accept the second one. I thought it would eventually unlock on its own, but it sits like that for 2 days or so. The hint says the condition is also met if I acquire all sectors. They are acquired, but I had that done before the quest started.
