Scouting Provinces

In the European Continent, I have scouted the Havre province and conquered it. I have scouted one other province. Two other provinces next to Havre have the telescope/cost icon. However when I click on either of them it doesn't start the scouting process. The icons are gray which is different color than what I remember when I scouted other provinces. The real issue is that one of my quests is to scout 3 provinces around Havre. It shows the one that I had successfully scouted. Is there something else I need to be able to scout the other provinces?

Not sure if this is relevant. I have completely conquered the African continent. Have conquered a good portion of the North America continent.

Make sure that your scout isn't busy scouting another province. You can only scout one province at a time, so if you're scout is going somewhere, you'll have to wait until it reaches the new province before scouting another one.

It was likely if your scout was grey means that something is lacking. Glad its sorted.
