Reoccuring Quests Split?

At what point does reoccurring quests split into 2. I am currently ME and i believe i got it in Progressive. someone else is in progressive and said they only have 1 set of reoccurring quests

I thought it might be age driven but now im thinking its another factor

at 2 points
after late middle age / colonial age bonus questline

you lose that 2nd quest when starting industrial age bonus questline
after you finished it you get the 2nd one back

Reoccuring quests split into the number of quests you have. That means three in the end and at least two along the way. That already happens in the early ages.
