How do I stop getting the same recurring requests from coming up? The same requests have been rotating through for weeks.

You can get new quests primarily by advancing through the tech tree. There are some quests triggered by advancing through the world map, but most depend on tech tree.

In any case you will eventually run out of story, side and bonus quests, and have only recurring quests available.
