Not a Bug: Quests don't ongoing-ly update

At the point of "Sleeping Lions II" I was stuck on the quest system.
I had the same issues before, but with those I could sell the building and rebuild it. In this case though, it wants me to recruit three new units (specifically my only unit available is spear-men), while I already have 4 spear-men researched and made.

So I am now stuck, or forced to wait, as I fear attacking and taking over the territories without the questing system will leave me in the same bug.

you can delete 3 of your spears and recruit 3 more or build another spearfighter barracks
