Plundering

Has it ever been discussed regarding plundering an opponent if they unsuccessfully attack you, I think it would add an interesting dimension to the game?
 
The counter argument is that if I've come over to your city but failed to break in, it doesn't mean that I've left the city gates wide open in mine for you to just saunter through and take what you want. You would still need to get through my defenders

-1. Many players attack a neighbour not because they want to plunder but because a quest has told them to win battles or defeat units. PvP-ers will always support this kind of idea but IMHO the majority of this game's players are pacifists despite Innos excursions into encouraging PvP.
