Lets see who actually has the strongest city and stats... king of the hill type deal, this would be best if open to all ages. A side benefit would be getting those pesky campers out of those CE/FE ages and encouraging them to progress ages to unlock more expansions/to add military event buildings.

I checked and this idea has never been proposed... its been on my mind for a while now.

To start with, your idea is unformatted, so can not be taken into consideratio. Besides that, it might not have been proposed before cause it is on the Do Not Suggest List.

What do you mean by octagon and king of the hill? Do you want to turn cities into 3D hills with 8-sided expansions?
Why would that encourage campers to progress?
