No longer possible to upgrade Tree of Love?

Since the Valentine event did not happen this year, will it be impossible for players to upgrade the Tree of Love?

I think the Eternal Tree of Love is a great looking decoration, and I would love (hehe) to have it in my city. Will it be possible in the future?
