I disagree with you there..
The neighbourhoods are very handy and if manipulated right and successful, can be a great help.
This is a slow paced game, focused on city/empire building. Any outside contact of your own town's development are complimentary features in my opinion.
There is no competition for ranking (there might be amongst some players, but it really doesn't make any difference in the game where you're ranked), and if you manage your town correctly, you don't even have to fear plunders.
There are people complaining that their neighbourhoods never/rarely get merged. If yours got merged, that means that the avarage progression and development of your neighbourhood was compatible with one of a similar stage and they got merged, despite of your personal town's progression.
If you have a full active neighbourhood, it can significantly boost your town, and if you're out for PvP, it can provide that.
