Karchagu - missing city expansion reward

The reward for acquiring the province of Karchagu should be a city map expansion. I acquired the province. On holding the cursor over the icon on the Karchagu map, it says: "You have acquired this province. The expansion has been added to your building menu." But when I go to my building menu, there is no map expansion there. Very frustrating as I desperately need a map expansion.

Before anyone suggests it, I should say that I have tried reloading the game
