Not a Bug: It says if I make a Goods & Cultural Building (Early Mid Age)...

It says if I make a Goods & Cultural Building of Early Middle Age, that I will get 4000 gold. I made both (Shoe maker and market place), but only one seems to be recognized and therefore it is not giving me the 4000.

Oddly, it seemed to recognize the cultural building before it was complete but never the goods buildings (I have two at the time of this posting).

Thanks for all the information on my previous questions and for this one (in advance).
