Go to the continent map and look at the provinces still in red, those are not conquered yet. Click on one of those and you will have a zoomed picture with more sectors. When you click on a sector you have the options: Infiltrate, Negotiate and Attack.

Welcome to the FoE Community forums.
Please press the compass bottom left of screen and it will take you to the continent map. then select a sector where you will find alot of different lands you can control, when you click one of the "Red Lands" you can then press infiltrate under the "Enemy Army"
