the quest is about :

Pantywaist!
You get one per hour, until you have ten. you have to spend them, again and again. it takes some time to reach the goal: Spend more than ten of 'em whole.

Required:
Spend of suffer! 0/11

PLEASE HELP ME IF ANYBODY KNOW HOW TO DO THIS..

The link they sent to you doesn't help at all.

It's about forge points. You use 11 to complete the task but I've lost two somehow. 2/11 changed to 0/11 a few minutes later. :(

The link that Barti sent redirects to the Halloween Discussion thread where all the quests are being discussed and answered.
You might not have noticed, but apart from that, this question has also been answered already in this thread. It is also answered numerous times in the link Barti gave, I suggest you check the spoilers (you have to click on the grey spoiler button to see what's written).

Also, please refrain from bluntly blurting out answers. It might ruin it for other players. If you receive any bugs in these quests, report them via an in-game ticket.
