Progressive age goods are available from the progressive age continent (analog Europe), you need to have finished gaining the provinces in the Industrial age continent main area (analog north America) before you can scout the progressive age continent, use the cruise liner and you have 2 scouts before you can land - one to discover the continent and one to scout the first province
