I have scouted and acquired the province but the quest remains and no reward given.
How do I get it ticked and cleared?

because you haven't done what you should

scout the province east of Gabordeaux

and east of Gabordeaux is not Gabordeaux

Read the quest VERY carefully. The wording is very particular.

The quest is:
  1. Scout the province east of Gabordeaux.
  2. Acquire that province.
It’s not asking you to acquire Gabordeaux.
