Not a Bug: Frosty 15th quest bug

I do not know if this is really a bug, but it is at least odd.

On today's quest, It asks for getting "some happiness and people" but the first bar have only a smiley face (the symbol for happiness) and a 0/40 figure. I bought a bush and I get 20/40. Then I bough another bush and the bar didn't raise to 40/40.

Is it a bug or I'm reading the quest bad?

The question has 2 parts. 1 part is happiness 0-20 and part 2 is increase people 0-20.

Not a bug, that part of the quest wants some happiness and people, so you need some of both, as Njoi19 said above me.
