Donating fp's to a neighbors GB & Neighborhood change

Every so often I see a player marked (deleted) on a GB. Is this a player that has quit or possibly kicked due to a violation? Or is that what happens when you donate fp's to a neighbors GB and the neighborhood changes?
Can you continue to post fp's to a GB that was in your neighborhood, but now isn't? Sometimes there's a good opportunity for a position/bp, but maybe that player doesn't level the GB before the neighborhood changes. Read the Wiki about neighborhoods, but it doesn't mention this.

Only friends, guildies, and neighborhoods can be donated to. Hoodies come and go - and when they go, the chances to continue to donate does. But, it is quite possible to have them again in a future neighborhood - same Age, or a same later Age.

not if you have FP's on a lvl , you can then invest on it till it lvl's then you need to wait for next time he comes in your hood , guild or friends list
My apologies - I was sure I got a message saying something to the effect that I could not - but I just tested it on an old contribution that the owner has not done anything to in a couple months, and it allowed me to donate. I wonder what i was thinking about then.
Guess I need to go back and look at some of these older Current Contributions to Great Buildings, as I had given up on them once they moved away.
