Not a Bug: Different infiltration bug

I've been struggling with East Nagach, and I've noticed, once a province is infiltrated - it never heals.
I infiltrated 2 separate provinces yesterday, and today they are both still damaged. As well, I don't have the option to infiltrate them again. When I enter combat, it shows they still have the damage as well.

This was changed in the last update... not sure why, it used to be you could only infiltrate once, and if you lost that battle you lost the advantage for next time, but now it seems to work as a permanent effect... I don't know honestly if its a bug or not...
