I have two cities in different worlds. In one city all the buttons and popups are a normal size, but in my 2nd city the buttons and popups are all half size, making them much harder to read. I tried the zoom button at the bottom left but it only zoomed the view of the city; icons all stayed small. how can I adjust this?

I had something similar where one world had a smaller 'look' to another.
It turned out to be the zoom function on my laptop (in settings right side of browser bar), not being set to 100%.
Could be worth a check...
