Is there anywhere that advanced notice is given of offers coming up? I am pretty pissed off having decided to treat myself to some diamonds for xmas that only a few hours later they go on sale with freebies attached

There is no advance notice given for offers/sales. They simply start at an unspecified time.

There are usually sales during special events which have their own currency (stars, eggs, tickets), but when they'll take place is not something that's announced.

Watchdog thats how inno works when every 1 as spent the stars/eggs whatever and there is a good reward like Wishing wells today alot will go for them so inno put the offer up because again there is still hofs and rogue hideouts still to come BUT its all random

You will see offer when HoF and rogue's hideout come out in event too. So save buying any diamonds till they make offer on those days. Inno knows players want these builds so will make offers to up sales even further.
