I assume this is a tooltip on the browser, caused to appear by mouse-over.
Tooltips in general could be implemented on mobile by press-and-hold. Otherwise the information needs to be included in whatever happens from a press on the building. There is certainly room on the GB screen to include the time remaining until refresh/collection and the number of collections remaining for GBs like the Lighthouse.

+1 I try not to use my ap version partly because I can't tell how long it'll be with my GB collections so this would actually get me to use the ap version more as it gives me better control and knowledge of when to pop on to collect things.
