Absent recurring quests

Somehow I don't have the option to do recurring quests. I only have 1 story quest (More Presence, More Power) and 2 bonus quests (Here be Dragons & Bandit Raid). So also no side quests to skip and thus also no recurring quests. I just upgraded to Progressive era hoping that helped but also no luck. I completed the entire tech tree up to PA, which I just started. At the continent map, I'm missing the last 2 sectors but already sailed and captured the first sector of PA. Does anyone have an idea why I can't do recurring/side quests?
