I got a quest to research stilt house and im half step in progressive era, is that normal?

i thought so, but the quest description was misleading, it says something along the lines "your people cant live in huts forever", while my people are living in 2 floor houses, but i guess Mandrubar is starting to forget stuff and will retire soon :)
