2 irritating quest bugs

first, I had to tear down 4 111-pop houses to put up smaller-capacity houses, and the quest was not recognized until I ran through all my resources doing it twice. Then, the next quest is to delete 3 soldiers; did that, but it shows that I did not. So, where are my soldiers then, and where are the resources/supplies needed to remake the three to delete them again?
