I've completed the Viking Settlement 4 times. My Yggdrasil is at level 2. I thought the Yggdrasil leveled up as you finished a settlement?

You get a Yggdrasil upgrade for settlements 3,5,6,8,9,10,12,15
You get an emissary for settlements 2,4,7,11,13,14

No, You do not get Yggdrasil upgrades every time you finish a settlement. Sometimes you get an emissary.

i have a question, i;ve been playing FOE since 2018 but still havent finished the viking settlement. If i finish the whole total viking settlement(the last one giving 50 fps as settlement reward) can i get another yggdrasil? So what i mean is can i get 2 yggdrasil after finishing the whole progress.(16 times)
