This quest should then autocomplete as long as you have accepted the quest, however, you should have entered this question in the main winter quest thread

the quest is autocompleted if someone has Gorski conquered (last progressive age province)

but if not you still have unscouted provinces
if you don't see a scout to send you have to conquer one (or more) of the unconquered provinces first
