Because they don't have a defense bonus I believe

forests and bushes add defense for some units but not for others.

I thought trees, bushes, etc. defenses apply to all units? It's a land/part of land, after all.

It's not for all units Benjamin, for example, short range units get an attack bonus when sitting on tacks, light melee get a bonus when in forest or bushes, etc. Not all units have bonuses from all lands.
