When did the defense ai stop targeting rogues first?

Sometimes they do but I have had multiple battles now where a non rogue unit is targeted but I have a rogue beside the enemy unit that is attacking.
I have even finished battles with rogue not attacked and other units have been killed by artillery.

There is a different AI on the Map. It targets the original or non-rogue units first (excluding the bonus sectors).

I noticed this happening in GE battles also. I move my rogues up front, but the other units behind them get attacked first. I think they've changed the AI.
