What does the up arrow mean

Does anyone know what the up arrow symbol beside the guild symbol means ? I thought it signifies increase in my rankings but I still observe it after moving down few points

Not arrows, but houses. It means someone is in your hood.

Everybody with "arrows" are players in your neighborhood. Everybody with shields are players in your guild.
You are in your own neighborhood and in your own Guild, thus you have both symbols at your name.
