What does the guild forum do?

It’s a forum that only members of your guild (who are playing on PC) can use.

People use it to share advice, play forum games, post guild rules, organise GvG fighters and so forth.

How do I post guild rules in the guild forum. From what I can see, there is a small space for title and another space for one short line?
