What does "need for enthusiastic" mean

At the top of the screen on the left is the face that can be either smiling or gloomy.

Mine is smiling but when hovering the cursor over it it states "need for enthusiastic"; what does it mean as I can't find a reference to it?
 

Knight of ICE

It's the number you need for an enthusiastic population. An enthusiastic population means your production is raised to 120%
