Is that the reason that you've only levelled yours up to level 18?

I love it when guilds have compulsory donations to Observatory because they are so easy to snipe.

It's hard to get prints for it. Which is understandable, given that is doesn't really do much. If you need goods, it may be okay. I don't need that part of it. For anything else, it was a huge disappointment for me.
