Okay, I have it. It's going to be the Seed Vault. The boost in chance is the biggest from level 10 to level 11, so leveling it to level 11 makes the most sense.

I was so worried about Arc blueprints... I started hunting them, and got the prints for up to level 80 pretty quickly. I no longer hunt for them, and have the prints up to level 90 already. I don't even know where these are coming from. Probably old investments... :D
